For years, the sound of dripping water echoed like a constant reminder of a struggle Buhangin Central Elementary School SPED Center could not escape. Since 2004, the schoolโs water consumption and the bills that came with it had steadily climbed. With new classrooms rising year after year, the aging pipes hidden behind the old buildings weakened and broke down. Leaks became routine. Repairs were temporary. Month after month, the numbers on the water bill told the story of a budget stretched thin: โฑ85,000, โฑ100,000, and even โฑ117,000.
๐๐น๐ฏ๐ฒ๐ฟ๐๐ผ recalled the pressure they felt.
โResources that should have been invested in instructional materials, learnersโ activities, and facility improvements were instead used to pay for water. It undeniably influenced how we managed our schoolโs budget,โ she said.
The problem went beyond inconvenience and drained the very resources meant to enrich the learning environment of the thousands of children who fill the halls of the most populated elementary school in Davao City.
In 2023, help arrived. Under its
๐๐ป๐ฎ ๐ ๐๐น๐๐ถ๐ฝ๐๐ฟ๐ฝ๐ผ๐๐ฒ ๐๐ผ๐ผ๐ฝ๐ฒ๐ฟ๐ฎ๐๐ถ๐๐ฒ (๐ฆ๐๐ ๐จ๐๐๐ข) donated plastic pipes to replace the main water lines clustered behind the building. These new pipes made leaks easier to monitor and control. The immediate improvement encouraged the school, but SAMULCO was not finished.
Soon after, under its SAMULCO donated PPR pipes for further upgrades. Then came the most significant effort yet: a ๐บ๐ฎ๐ท๐ผ๐ฟ ๐ฟ๐ฒ๐ฝ๐ถ๐ฝ๐ถ๐ป๐ด ๐ฝ๐ฟ๐ผ๐ท๐ฒ๐ฐ๐, completed and formally turned over on ๐ฆ๐ฒ๐ฝ๐๐ฒ๐บ๐ฏ๐ฒ๐ฟ ๐ฎ๐ฐ, ๐ฎ๐ฌ๐ฎ๐ฑ, during a ceremony at the schoolโs VIP Room.
This time, the entire system was transformed.
The impact was almost immediate. Water bills that once hit six figures began to plunge. From โฑ130,000 the cost went down to โฑ80,000, then to โฑ59,000. Today, the schoolโs most recent bill reads only โฑ๐ญ๐ฐ,๐ฌ๐ฌ๐ฌ.
For ๐ญ๐ฒ๐ฌ ๐๐ฒ๐ฎ๐ฐ๐ต๐ฒ๐ฟ๐ ๐ฎ๐ป๐ฑ ๐ป๐ผ๐ป-๐๐ฒ๐ฎ๐ฐ๐ต๐ถ๐ป๐ด ๐ฝ๐ฒ๐ฟ๐๐ผ๐ป๐ป๐ฒ๐น, and the thousands of students who depend on the school daily, the relief is profound.
โThis project, however, is far more than a repair. It is a crucial lifeline,โ Principal Alberto emphasized. โWe are securing a stable and safe water supply for our learners, teachers, and staff. The savings we achieve will now be channeled towards programs that directly enrich the learning experience and the performance of our students.โ
โThe Sta. Ana Multipurpose Cooperative has not only provided us with a fully functional water system,โ she added, โyou have granted us the opportunity to invest more deeply in the future of our learners.
For SAMULCO, the success of the project is measured not only in pesos saved.
โThe gain is not the financial savings,โ said SAMULCO ๐๐๐ข ๐ฅ๐๐ฒ๐น ๐ฆ. ๐ฅ๐ถ๐ฐ๐ฎ๐ฏ๐ผ, ๐ฅ๐๐, during the turnover ceremony. โThe real gain is the future of the children. Ang kabataan ang pag-asa ng bayan. Let us invest in their future.โ
Ricabo also officially announced that ๐๐๐ต๐ฎ๐ป๐ด๐ถ๐ป ๐๐ฒ๐ป๐๐ฟ๐ฎ๐น ๐๐น๐ฒ๐บ๐ฒ๐ป๐๐ฎ๐ฟ๐ ๐ฆ๐ฐ๐ต๐ผ๐ผ๐น ๐ฆ๐ฃ๐๐ ๐๐ฒ๐ป๐๐ฒ๐ฟ ๐ถ๐ ๐ป๐ผ๐ ๐ฎ ๐ฆ๐๐ ๐จ๐๐๐ข ๐ฃ๐ฎ๐ฟ๐๐ป๐ฒ๐ฟ ๐ฆ๐ฐ๐ต๐ผ๐ผ๐น, a partnership built not just on pipes and infrastructure but on a shared vision of empowering the next generation.
What began as a costly and frustrating problem has become a story of transformation. Where there were once leaks draining resources, there is now opportunity. The savings once lost to wasted water will now flow into books, activities, and facilities, investments that will shape the minds and futures of Davao Cityโs young learners.
Indeed, from leaks to gains, this project proves that when communities and cooperatives work together, the greatest dividends are not only measured in money but also in the brighter futures of the children they serve.
