Starting under the roof of Sta. Ana Parish which is now part of the Davao Chinatown and patternned after the Case Populaire of Quebec in Canada, Fr. Gerard Loiselle, a PME priest, initiated the organizing of the Sta. Ana Parish Cooperative Credit Union (SAPCOCU) on February 26,1967 with 25 incorporators and P242 initial capital to help parishioners who were seeking financial assistance for their hospital bills, medicines, education and other emergency needs.
Today, SAMULCO continues to bring hope to people who dream of improving their lives. More than offering helping hands to provide temporary relief to make both ends meet, it envisions a fuller, better and sustainable life for everyone through improved financial and allied services. Anchored on the Cooperative Principles and core values passed through the years from its pioneers, the cooperative way of life is continuously propagated to promote the time-tested concept of unity. The improvement of communities has been made part of its mission by chanelling portion of its resources towards environment protection, calamity assistance, health improvement and partnership with local government on social development.

A priest who oftentimes had to deal with parishioners needing financial support, initiated the organizing of members of “Barangay sa Birhen” organization into a cooperative with this move to make cooperativism part of his teaching as well as a means to address problem on poverty. Sta Ana Parish Cooperative Credit Union, Inc. (SAPCOCU) was organized on February 26, 1967.

Believed in the Bible’s teaching: "Teach a man how to fish, and he will eat for a lifetime.”

The founding President of Sta. Ana Multipurpose Cooperative, known as “Harding” was a native of Saravia, Negros Occidental, a people person who valued honesty, as leader he was remembered as highly organized. He was respected not only by the member of SAMULCO but also by the members and officers of national cooperative where he became a founding officer of several cooperative within and outside Davao City.
